DON L. BLAINE
Senior Compliance Consultant
Don is a veteran of twenty-five well-traveled years in the banking industry having served as a bank examiner, compliance audit manager, and compliance officer with national and regional financial institutions.
Don manages the Compliance practice of Vitex, an organization of member banks and bank management consultants dedicated to assisting CEOs at community banks in maximizing their return on technology investments. Don specializes in assessing banks compliance management programs and utilizing technology and industry best practices to streamline risk-based compliance processes.
Before joining Vitex, Don served as Chief or Divisional Compliance Officer for financial institutions including: Bank of America, First Union, BB&T, American Express, FirstCitizens of SC, and Carolina First Bank. His prior responsibilities span the compliance spectrum including Consumer Lending, Community Reinvestment Act (CRA), Fair Lending, Deposits, and Anti-Money Laundering laws and regulations. Don specializes in developing compliance monitoring programs designed to both identify key compliance metrics from a risk perspective and which readily lend themselves to management reporting for both trending analysis and corrective action. Don’s professional certifications include both the Certified Regulatory Compliance Manager (CRCM) and Certified Risk Professional (CRP) designations. His professional training includes graduation from the American Banker Association’s (ABA) Undergraduate and Graduate Compliance Schools. He has also served as an instructor at the ABA’s Undergraduate Compliance School.
Prior to joining the banking industry, Don was a Senior Compliance Examiner with the U.S. Treasury Department’s Office of Thrift Supervision (OTS) in the Southeast Region.
Don received his undergraduate degree from Western Carolina University where he obtained a Bachelor of Science degree in Business Administration. He also attained his MBA from the same institution.
Away from the office, Don enjoys jogging, basketball, and reading. He is also an avid college football and basketball fan.
